Puerto Rico Small Business Wins $41.4 Million Army Uniform Contract
Pentaq Manufacturing Corp. secured a five-year deal to supply Improved Hot Weather Combat Uniform female coats and trousers to the Army, Air Force and Space Force, the Defense Logistics Agency said.
Pentaq Manufacturing Corp., a minority-owned clothing maker in Sabana Grande, Puerto Rico, won a maximum $41.4 million contract to produce female combat uniforms for three military branches, as announced on war.gov.
The fixed-price, indefinite-delivery contract covers Improved Hot Weather Combat Uniform female coats and trousers, and it runs five years with no option periods, the Defense Logistics Agency said. The award drew 13 offers in a competitive acquisition, with an ordering period ending Aug. 5, 2031.
“Our mission is to be recognized and accepted by our customers as a provider of excellent manufactured quality products, on-time delivery and an enthusiastic customer service,” the company states according to Google.
The deal signals steady federal demand for domestic garment production and a rare high-value win for a small manufacturer competing against a wide field. The Army, Air Force and Space Force will use the uniforms, drawn on fiscal 2026 through 2031 defense working capital funds.
Pentaq Manufacturing Corp.was founded in February 2004 and employs about 150 workers dedicated to making clothing and other military items for the Defense Department and commercial customers according to Google. Company president Oscar Quiles was named the National Minority Small Business Person of the Year by the U.S. Small Business Administration in 2011, and Puerto Rico’s State Small Business Person of the Year in 2012 according to Google. The plant occupies roughly 24,500 square feet in the Bo. Rayo Guaras industrial zone, with its own cutting room and sewing equipment according to Google.
The award benefits Puerto Rico’s textile workforce, where such manufacturing jobs remain a valued source of skilled employment. It also serves military members who wear hot-weather combat clothing in tropical and desert climates. Competing bidders that lost the acquisition absorb the trade-off, since only one supplier carries the five-year work.
This contract is the first award to Pentaq Manufacturing Corp.recorded in the tracked database, establishing the company’s initial benchmark within the Defense Logistics Agency portfolio. It is the 23rd Defense Department contract awarded in Pennsylvania during 2026, since the contracting activity sits at Defense Logistics Agency Troop Support in Philadelphia. The value is modest against the largest Pentagon logistics deals, yet it stands as a meaningful order for a 150-person shop. Only three Defense Department contracts were announced nationwide on the day of this award.
Small-business uniform awards like this one have happened before. The Defense Logistics Agency Troop Support in Philadelphia routinely buys coats, trousers and field gear from domestic manufacturers under multiyear ordering contracts, and Berry Amendment rules push such work toward U.S.-based producers.
The Defense Logistics Agency will place delivery orders against the contract through the ordering period, which ends Aug. 5, 2031. A schedule for the first order has not been announced.
Military clothing has come from the island before, as happened when Puerto Rico’s needle trades supplied the Defense Department for decades. Company founder Oscar Quiles worked as plant manager for Caribbean Needle Point, Inc., a firm of about 420 employees that made clothing for the Pentagon, according to pentaq.shop.
