Dutra Group Awarded Record $28.2 Million Charleston Harbor Dredging Deal

The San Rafael, California marine contractor secured its largest-ever award to deepen and maintain the Charleston Lower Harbor navigation channel, with work due by Sept. 29, 2027.

SAN RAFAEL, CALIFORNIA — The Dutra Group, the family-owned California marine contractor with more than a century of dredging experience, received its largest contract ever to maintain the Charleston Lower Harbor navigation channel, as announced on war.gov.

The firm-fixed-price award totals $28,175,500, and the U.S. Army Corps of Engineers obligated the full amount in fiscal 2026 civil operation and maintenance funds at the time of the award. Bidders submitted four offers over the internet, according to war.gov.

“The Dutra Group is an industry leading heavy civil marine construction company with over a century of experience providing Dredging, Marine Construction, Ecological Restoration, and Barged Materials services,” the company said on its website, according to dutragroup.com.

Maintenance dredging removes accumulated silt and sediment so deep-draft cargo ships can transit safely. Charleston ranks among the busiest container ports on the U.S. East Coast, and its channels require repeated clearing to hold their depth. The Charleston District of the U.S. Army Corps of Engineers is the contracting activity, and the work carries an estimated completion date of Sept. 29, 2027, according to war.gov.

The benefits reach beyond the contractor. Shippers, terminal operators and importers depend on unobstructed channels, and the Corps depends on specialized firms able to mobilize large dredging fleets. Taxpayers fund the effort through civil works appropriations, while coastal communities gain protection against shoaling that can strand vessels.

This award marks the second contract issued to The Dutra Group in 2026, lifting the company’s total federal contract value for the year to $43,738,350, according to firestore:contracts. It surpasses the firm’s previous record of $15.6 million. The figure looms large for a single dredging job, yet it remains modest within the broader Army portfolio, which ran from a 2026 year-to-date minimum of $9.1 million to a maximum of $8.4 billion.

For the average American, harbor dredging rarely draws attention, yet it shapes the price and availability of imported goods. Ports that lose depth force ships to carry lighter loads, raising per-unit shipping costs that ripple into retail prices. Keeping Charleston open sustains a supply lane feeding automobiles, furniture and consumer products into the Southeast.

This has happened before for The Dutra Group. The company won a $9.1 million contract for the 2025 Petaluma River Channel maintenance dredging project in San Rafael, according to leadiq.com. It has also expanded through acquisition, adding ecological restoration contractor Hanford ARC as a wholly-owned subsidiary in April 2025, according to hanfordarc.com.

The U.S. Army Corps of Engineers, Charleston District, will oversee execution and hold the next decisions on the project schedule and milestones. A date for any modification or follow-on award has not been announced.

Charleston Harbor has served as a maritime chokepoint for centuries, and its depths have decided fortunes before. The port helped anchor colonial trade in the 1700s, and Confederate forces opened the Civil War there by firing on Fort Sumter on April 12, 1861. Federal engineers later spent decades deepening and jettying the entrance to keep commerce flowing after the war. Each generation that controlled the channel discovered the same lesson the current contractor now inherits: a harbor only pays when it stays open.

It is also the 8th Department of Defense contract awarded in California during 2026. This is the largest contract ever awarded to The Dutra Group, surpassing the company’s previous record of $15,562,850, and it is notable within the Army portfolio. Specifically, it falls between the 2026 Army portfolio’s year-to-date minimum of $9,051,490 and maximum of $8,402,489,648. Overall, this award was announced among 10 Department of Defense contracts issued nationwide on July 28, 2026.
