The administration petitioned the high court to lift a stop-work order that lower courts imposed because Congress had not approved the 90,000-square-foot structure, according to ctvnews.ca. Solicitor General D. John Sauer asked the justices to act before the appeals panel’s decision took effect on Aug. 21, according to ctvnews.ca. A divided appeals panel ruled that Trump lacked unilateral authority to build the ballroom where the East Wing stood before he ordered its demolition, according to ctvnews.ca. “Whether or not a massive ballroom should be constructed is for Congress to decide and is not a matter for Executive self-help,” the majority’s two judges wrote, according to ctvnews.ca.
